
Military-Industrial Complex: Which Civilian Tech It Spawned

From Eisenhower's speech to DARPA: how military investment gave rise to the internet, GPS and semiconductors, and what economic research adds to the picture.
The phrase "military-industrial complex" describes the stable relationship between the armed forces, the defense industry and the political institutions that approve their funding. It was popularized by President Dwight D. Eisenhower in his farewell address of January 17, 1961, in which he warned against "the acquisition of unwarranted influence" by that combination. Six decades on, the debate over its political weight remains open, but there is a less-discussed and well-documented aspect: a substantial share of the civilian technology used every day today was born in programs funded by military budgets.
Eisenhower's speech and its context
Eisenhower spoke from the experience of a general turned president. His warning was not against the existence of the defense industry — which he considered essential in the depths of the Cold War — but against the possibility that the logic of spending might feed on itself. In the same speech he also warned that university research could become dominated by federal contracts. Both ideas remain the starting point for academic literature on the subject.
DARPA: the risk-agency model
The Advanced Research Projects Agency was created in February 1958 as a direct response to the launch of Sputnik. Its design — its own budget, a small staff, program managers with short mandates and freedom to fund high-risk bets — has become a model copied worldwide. Its programs produced ARPANET, the packet-switching network whose first link between UCLA and the Stanford Research Institute was established on October 29, 1969, and from which the internet descends; the first serious work on autonomous vehicles, driven by the DARPA Grand Challenges of 2004, 2005 and 2007; and much of the early research into speech recognition and machine translation.

The case of semiconductors is especially illustrative. Studies by Nathan Rosenberg and the National Academy of Sciences show that, in 1962, nearly all U.S. integrated-circuit production went to military and space programs; that guaranteed, price-insensitive market let the industry cut costs until the product became viable for mass consumer use by the end of the decade.
Caveats: transfer is not automatic
It would be a mistake to conclude that military spending is a superior driver of innovation than civilian spending. Economic research is more cautious. Mariana Mazzucato's work in The Entrepreneurial State highlights the role of the investor state, but not specifically the military state. Other studies — including reviews by the OECD and the Stockholm International Peace Research Institute (SIPRI) — point to three relevant limits:
- Secrecy and classification slow diffusion: much military development never reaches the civilian market.
- Military requirements (extreme durability, redundancy, secondary cost) generate expensive solutions often ill-suited to commercial use.
- The crowding-out effect: skilled personnel and industrial capacity devoted to defense become unavailable to other sectors.
Moreover, the flow has largely reversed. Since the 1990s, the civilian sector — computing, communications, sensors, artificial intelligence — has innovated faster than the military, and armed forces now adapt commercial technology ("spin-in") rather than generating it. China's "military-civil fusion" framework, and NATO's open-innovation programs such as the DIANA accelerator, reflect that reality.
Today's economic weight
According to SIPRI, global military spending reached $2.44 trillion in 2023, with the United States as the top contributor. U.S. defense R&D exceeds $100 billion a year in Department of Defense accounts, a figure that makes the state the single largest customer of entire sectors. That purchasing power, more than research itself, explains much of the influence Eisenhower warned about.
