What Is SIGINT? Signals Intelligence Explained

What SIGINT (signals intelligence) is, its COMINT and ELINT branches, its history from Bletchley Park to today, and its role in current conflicts.
SIGINT (signals intelligence) is the intelligence discipline that gathers information by intercepting and analysing electromagnetic signals: communications between people, data traffic and emissions from electronic systems such as radars or guidance systems. Alongside HUMINT — human sources — and OSINT — open sources — it forms the backbone of contemporary intelligence services.
The two main branches: COMINT and ELINT
The professional literature divides SIGINT into two broad categories. COMINT (communications intelligence) deals with communications between people or systems: radio messages, telephony, email or network traffic. ELINT (electronic intelligence) focuses on electronic emissions that do not carry a human message, chiefly radars and guidance systems, seeking to characterise their parameters in order to identify, locate or counter them.

- ELINT: the electronic signature of enemy radars and sensors.
- FISINT: telemetry from missile tests and weapons systems.
- Traffic analysis: who talks to whom, when and how often, even when the content itself is encrypted.
From the telegraph to Bletchley Park
Communications interception is as old as the telegraph. During the First World War, Britain's cutting of German undersea cables and the work of the Admiralty's Room 40 produced one of the century's most consequential intelligence coups: the decryption of the Zimmermann Telegram in 1917, which contributed to the United States entering the war.
The classic reference is Bletchley Park during the Second World War. There, building on the earlier work of Polish cryptologists Marian Rejewski, Jerzy Różycki and Henryk Zygalski, a team that included Alan Turing developed methods and electromechanical machines to attack the German Enigma cipher. The resulting intelligence product, codenamed Ultra, carried significant weight in the Battle of the Atlantic and other campaigns, though historians still debate its exact magnitude.
The Cold War and institutionalisation
In 1952 the American National Security Agency was created, and the UKUSA Agreement, whose documents were declassified in 2010, formalised signals cooperation between the United States, the United Kingdom, Canada, Australia and New Zealand — the alliance known today as Five Eyes. For decades SIGINT was used to monitor nuclear deployments, missile tests and naval movements.
SIGINT in current conflicts
In the war in Ukraine, signals intelligence has played a highly visible role: locating radio emissions and communication terminals has enabled artillery fire to be directed, and electronic warfare — jamming drone command links and satellite navigation signals — has become a routine feature of the battlefield. At the same time, the spread of end-to-end encryption in civilian communications has shifted much of the effort towards metadata analysis and access to end devices.
It is worth situating SIGINT alongside the other intelligence disciplines. Within SIGINT itself, COMINT deals with communications — for instance, tactical radio interception — while ELINT handles electronic emissions, such as characterising an air-defence radar. Outside it, HUMINT obtains information from people, typically through a recruited informant, and OSINT works with open sources: commercial satellite imagery, public records or social media.
SIGINT also raises an ongoing legal debate over privacy and democratic oversight, especially since Edward Snowden's 2013 revelations about mass-collection programmes. This article describes the discipline in historical and conceptual terms; it does not cover technical interception procedures.
